I wonder how well evacuating the rest of the ship would even work, if 20% of the ship is designed for aquatic species, you'd either have the water boil off, or freeze in the vaccuum. If it freezes, it might expand enough to damage important systems or crack the hull in places.

there is probably a way to drain or tank the water in the aquatic section. you would need that to do maintenance.

and it would be poor system design to put the aquatic sections in places where expansion will damage the structure.
